Human Resources Standards and Compliance Department
Objective
To ensure compliance of Human Resource laws in the Public service
Functions
This department perform the following functions;
- To
asses compliance with human resource laws and regulations;
- To
design, control and review Human Resource compliance inspection system;
- To
set standards required by public
institutions on how to handle human resource issues;
- To
carry out onsite inspections on Human Resource compliance to all Ministries, Independent Departments Government
Agencies, Regional Secretariats, Local Government Authorities and Public
Institutions;
- To call upon all
executives in the service to account for their performance should the
Commission be seized with evidence or complaints indicating non-execution of
the commission decisions on appeals and complaints;
- To
provide clarifications on issued/disseminated guidelines, circulars, directives
and regulations;
This department is led by a Deputy Secretary and have three (3) sections:-
- Central Government Section
- Local Government Section
- Public Institution Section
1. Central Government Section
This
Section perform the following activities:
- Conduct onsite inspection on Human Resources compliance to
all Ministries, Government Agencies, Regional Secretariets and Independent
Departments;
- Prepare evaluation reports on compliance by Disciplinary
Authorities on Human Resource laws in the public service;
- Prepare evaluation reports on compliance by Employers and appointing
authorities on merit based recruitment, appointment, promotions in public
service and result oriented management;and
- Prepare Quarterly and Annual Implementations report and
submit to the Head of Department for submission to the Commission.
This Section is led by an Assistant

2. Local Government Section
This Section perform the following activities:
- Conduct onsite inspection on Human Resources compliance to
all Local Government Authorities;
- Prepare evaluation reports on compliance by Disciplinary
Authorities on Human Resource laws in the public service;
- Prepare evaluation reports on compliance by Employers, and
Appointing Authorities on merit based recruitment, appointment, promotions in
public service and results oriented management; and
- Prepare Quarterly and Annual implementations report and
submit to the Head of Department for submission to the Commission.

3. Public Institution Section
This Section perform the following activities:

- Prepare evaluation reports on compliance by Disciplinary
