THE DIVISION OF ADMINISTRATION AND HUMAN RESOURCES MANAGEMENT
The objective is to provide expertise and services on Human Resources m management and administration matters to the office.
Functions
- To provide strategic inputs to management on administration and human resources management issues such as Recruitment, Human resources Development and Training, Promotion, Retention, Motivation, Performance; management and staff welfare.
- To ensure optimal management of Human in the office;
- To provide link between PSC and the President’s Office Public Service Management and Good Governance;
- To provide Data support and update records on various Human Resources information.
The Division comprises with two sections as follows:
- Administration section and;
- Human Resources Section.
Administration Section
- Facilitate general maintenance of the office, equipment, building and ground
- Facilitate provision of security services, transport and utilities
- Facilitate employee relations and staff welfare, including, safety, sport and culture
- Record management
- Interpret Public Service Laws, regulations, standing orders and Circulars.
Human Resources Section
- Coordinate recruitment, selection, placement, confirmations, promotions and transfers
- Facilitate induction/orientation for the new employees.
- Process and updates records including salaries, maternity, sick, leave terminal benefits
- Coordinate the implementation of staff Performance (pepmis)
- Oversee employee benefits (pension, allowances etc) and entitlements
- Administer salary and process payroll in liaison with Finance and accounts Units
- Coordinate implementation of ethics and corruption education
- Coordinate implementation of diversity issues including gender, disability and HIV/AIDS
- Facilitate Human Resources training and development (career, professional, skills, enhancement) for the NAO employee
- Implement and Review training needs and training program
- Coordinate preparation, updates and implementation of training program from all Division and units
- Carryout periodic impact assessment of training program.
